Domestic Goods Certificate and Raw Material Origin in Public Tenders
Why can raw material origin matter for plastic processors selling to the public sector? A brief look at the price advantage the domestic goods certificate provides in tenders.
What is a domestic goods certificate?
Under Article 63 of the Public Procurement Law No. 4734, this is an official certificate that provides up to a 15% price advantage in public tenders for products manufactured in Türkiye. For certain product groups designated by the Ministry of Industry and Technology, granting this advantage is mandatory.
The certificate can be obtained from the relevant chamber of commerce/industry by businesses that hold an Industrial Registry Certificate and manufacture the product wholly or substantially in Türkiye.
What it means for us
Petkim is a petrochemical facility with domestic production in Aliağa. For our processor customers who sell products such as pipes to municipalities, or equipment or packaging to public institutions, and who take part in public tenders, the origin of the raw material used can be an input in the evaluation of their own final product's domestic goods certificate process.
