Does GEKAP Appear on Your Raw Material Invoice?

The Recovery Participation Share (GEKAP) is a participation fee that entered into force in 2018 under Law No. 7153, aimed at reducing environmental pollution and encouraging recovery/recycling. It covers plastic bags, various types of packaging (plastic, paper-cardboard, metal, composite, glass, wood) and some other product groups.

No — when mineral-oil-based raw materials are used as an input in the production of products listed in Annex-1 of the Environment Law (excluding packaging), a declaration is made by the importer/producer for these raw materials, but GEKAP is not collected. In other words, the invoice for the PP/PE raw material we sell does not include a GEKAP charge.

The GEKAP obligation belongs to the companies that process this raw material into a final packaging product or item and place it on the domestic market — for example, businesses that manufacture and sell bags, sacks or other plastic packaging products. This is a matter for the processor/final seller, not the raw material supplier.
