What Are the ATR and EUR.1 Movement Certificates?

Two different documents you may encounter in trade with the EU: ATR is used for industrial goods within the Customs Union, EUR.1 for preferential origin agreements. What's the difference?

ATR Movement Certificate

ATR is a document that allows industrial products (including polyolefin pellets) falling within the scope of the Customs Union between Türkiye and the European Union to move between the two parties without customs duty being paid. It proves that the goods are in free circulation (i.e., produced in the EU or Türkiye, or imported from a third country with the required duties paid and put into free circulation).

EUR.1 Movement Certificate

EUR.1 is a document used for products outside the scope of the Customs Union, or in trade with countries covered by free trade agreements (FTAs) to which Türkiye is a party, showing that the goods were produced in accordance with the preferential rules of origin. Its purpose is to enable reduced or zero customs duty under the relevant trade agreement.

The key difference between the two

ATR proves the goods' 'free circulation status,' while EUR.1 proves the goods' 'origin' (where it was produced, from which inputs) — these have different legal bases and should not be confused. Which document is required depends on whether the product falls within the Customs Union and the country the trade is conducted with.

What this means for us

In polyolefin (PP/PE) raw material trade, which document is required can vary depending on the goods' origin, the supply source (Petkim or imported) and the buyer's country.
